The scope of work encompasses constructing approximately 230 lineal feet of new concrete walls (interior and exterior), patching cracks and holes on exterior masonry, applying waterproofing sealant to concrete masonry unit and concrete walls, preparing and painting the exterior building, removing and replacing approximately three cubic yards of concrete slab at the shed entrance with reinforced replacement, encasing the bottom four feet of ten steel columns, providing six new bollards, and installing new lighting in the sand storage area. The project includes mandatory hazardous materials management, specifically lead-containing paint abatement and asbestos removal and disposal. Prime contractors must hold a valid Class B General Building Contractor license from the California Contractors State Licensing Board (CSLB) and a C-22 Asbestos Abatement license if performing asbestos work; alternatively, asbestos work may be subcontracted to a licensed entity. All contractors and subcontractors must obtain current Asbestos Contractor Registrations, valid Lead Removal Certificates, Hazardous Waste Transporter Registrations, Hazardous Materials Transportation Licenses, U.S. Department of Transportation Hazardous Materials Registrations, and valid Motor Carrier Permits. Contractors must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory), and Pollution Liability ($1,000,000 per incident/$2,000,000 annual aggregate), with Caltrans named as additional insured. The mandatory site inspection is scheduled for May 5, 2026 at 1:00 p.m., written questions must be submitted by May 7, 2026 at 12:00 p.m., and price quotes are due by May 14, 2026 at 4:00 p.m., with an estimated award date of May 26, 2026. Work shall commence June 15, 2026 (estimated) and must be completed by September 30, 2026, with the overall agreement term extending to November 30, 2027. State General Prevailing Wage Rates apply to all work.
This procurement is exclusively available to certified Small Businesses (SB), Micro Businesses (MB), Small Businesses for the purpose of public works (SB-PW), or Disabled Veteran Business Enterprises (DVBE), with no incumbent vendors or current contractors referenced in the solicitation. Caltrans must receive at least two price quotes from certified SB/MB or DVBE entities before award authorization; if only one quote is received, the deadline may be extended to secure the minimum number of required quotes. The bid must include thirteen line items with lump sum pricing for specific work tasks and an hourly rate for unforeseen labor (200 hours estimated), plus an allowance for parts, materials, supplies, fees, and permits not to exceed 5 percent of the subtotal amount. A Payment Bond equal to 100 percent of the contract amount is required if the bid exceeds $25,000. The maximum bid amount is $484,000.00, with bids exceeding this threshold resulting in automatic rejection. Prevailing wage requirements are mandatory if the total bid exceeds $15,000.
