This solicitation is restricted to certified Small Businesses (SBs), Microbusinesses (MBs), Small Businesses for public works (SB-PW), or Disabled Veteran Business Enterprises (DVBEs) under Government Code Section 14838.7 — the binding eligibility gate.
The scope covers removal and installation of 25 commercial industrial-grade doors and operators across Blythe Maintenance Station, Burnt Mill Maintenance Station, and Cajon Maintenance Station. Work includes sectional garage doors ranging from 10'×10' to 14'×13', rolling steel doors at 16.6'×14' and 13'×14', and associated operators. All doors must meet commercial-grade specifications including minimum R-17 insulation, 120 mph wind load resistance, and heavy-duty construction standards. Installation must be complete, securely fastened, and weathertight. The contractor must provide all labor, materials, parts, supplies, equipment, tools, legal disposal, licenses, permits, and travel.
Caltrans requires current C-61 Limited Specialty and D-28 Doors, Gates, and Activating Devices contractor licenses from the California Contractors State Licensing Board, plus valid Department of Industrial Relations registration. State prevailing wage applies if the bid exceeds $15,000; wage rates are determined by the Director of Industrial Relations for San Bernardino County. A payment bond of 100 percent is required if the bid exceeds $25,000. Commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), and workers' compensation insurance are mandatory. A maximum of $10,000 is designated for parts, materials, supplies, fees, and permits, with actual costs reimbursed upon submission of receipts and Contract Manager approval. All other bid costs must be included in quoted unit prices.
The maximum bid cap is $484,000. The contract runs November 1, 2026 (estimated) through October 31, 2027. Work is performed during standard business hours, 7:00 a.m. to 3:30 p.m., Monday through Friday, excluding State holidays. Written questions are due September 25, 2026. The estimated award date is October 16, 2026. Caltrans requires at least two price quotes from eligible bidders before award.
