About this opportunity

The California State Lottery (Lottery) is conducting a procurement for five walkie reach trucks through Invitation for Bid (IFB) R003570, seeking to acquire four Noblelift PS30RM-189 and one Noblelift PS30RM-142 models. The trucks will be distributed across Northern and Southern California locations, with specific delivery required by June 30, 2025. Key specifications include 3,000 lb capacity, lithium batteries, side-shift capability, and compliance with detailed technical requirements outlined in the bid documents. The solicitation timeline includes written questions due by December 12, 2024, responses to questions by December 19, 2024, and final bids due on December 27, 2024 at 3:00 PM PST. Bid evaluation will be conducted separately for Northern and Southern California regions, with the potential for a single award if one bidder offers the lowest total cost across both regions. The Lottery will assess bids based on total cost, with considerations for technical specifications and compliance with the defined equipment requirements.

The procurement includes specific set-aside provisions and incentives for small businesses and disadvantaged business enterprises (DVBE). A 5% bid preference will be granted to certified small businesses, with an additional DVBE incentive of up to 5% based on participation levels. The Lottery has established a Small and Microbusiness Participation (SMP) goal of 25%. After a revised notice of intent to award, the contract is expected to be awarded to Aviate Enterprises, Inc., a DVBE vendor, with a contract value not to exceed $107,212.34. The winning bid includes unit pricing of $19,860.31 per truck, plus applicable local sales taxes, with manufacturer warranties of 12 months/2,000 hours on the trucks and 5 years on the lithium batteries. Potential bidders must be prepared to meet specific delivery requirements to Lottery offices in Fresno, Milpitas, Chatsworth, Costa Mesa, and San Diego, with no loading dock capabilities at the delivery sites necessitating alternative delivery logistics.
