About this opportunity
Massachusetts Maritime Academy, a state university located in Buzzards Bay in Barnstable County, is issuing Invitation for Bids (IFB 26-05) to procure one (1) Type I Classroom Ambulance Simulator configured with comprehensive features including interior storage cabinets, ALS/BLS shelving, CPR and squad benches, LED lighting, oxygen and suction systems, a 50-inch HD monitor with four-camera system, diamond plate storage doors, a powered cot with 700-pound lift capacity, and RSP graphics package. The simulator is intended for use by students and instructors in the Academy's training programs, and bidders must provide pricing for the classroom ambulance simulator itself, installation, shipping, and support and training services on the required Price Proposal Form. Responsive and responsible bidders must submit all required documentation including a Bidder Information Sheet, Tax Compliance Certificate, Certificate of Non-Collusion, three (3) customer references from similar institutions, Debarment and Suspension Certification, and the signed Price Proposal Form; the Academy reserves the right to conduct optional on-site or virtual vendor demonstrations at no cost to MMA prior to final selection and to negotiate best and final offers. The procurement timeline includes a question submission deadline of March 12, 2026 at 2:00 PM ET, with MMA responses due by March 16, 2026; sealed proposals are due by March 23, 2026 at 2:00 PM ET to the Business Office; award notification is scheduled for on or before March 26, 2026; and the fully executed agreement is required by April 2, 2026. The simulator must be delivered during a strict window of June 16-27, 2026, and includes onsite training during commissioning with a one-year warranty on all equipment, electrical components, and software; bids must remain valid for a minimum of sixty (60) days after the proposal opening date.
The government file does not specify any set-aside designations or restrictions on the types of organizations that can respond, nor does it identify any disadvantaged enterprise requirements or incumbent vendors. No current contractors or existing infrastructure requiring integration are referenced in the procurement documents. Similarly, no explicit award value or budget range is stated in the available documentation; however, bidders should anticipate that pricing will be a significant evaluation factor given that the Price Proposal Form is a required submission. Upon award notification, the successful vendor must execute the Commonwealth of Massachusetts Standard Contract and submit a W-9 Taxpayer ID form within ten (10) working days. The Academy is tax-exempt and will not pay sales tax, which bidders should factor into their pricing. The Academy reserves the right to reject any or all bids and to cancel or suspend the procurement at any time without obligation or notice.
