About this opportunity
The Virginia Department of Transportation (VDOT), Lynchburg District, is issuing Invitation for Bid (IFB) #160864 for delivered aggregate services to the Appomattox Residency located within Alleghany County and surrounding areas. This procurement seeks qualified firms to furnish, deliver, stockpile, and tailgate spread various types of aggregate materials on an as-needed, on-call basis with a maximum five business day delivery requirement from notification. All materials must be sourced from VDOT pre-approved plants or quarries listed on Approved List #5, with identified plant sources located at Bryant, Amherst, Shipman, Marysville, Timberlake, Madison Heights, Forks of Buffalo, and Appomattox. Bidders must submit firm unit prices per short ton (2,000 lbs.) that include all transport and delivery costs to specified locations within the designated map zones or Area Headquarters. The contract will be awarded on a line-item basis to the lowest responsive and responsible bidder for a one-year nonrenewable term beginning on the award date. Electronic bid submissions through eVA are due no later than 2:00 PM EDT on April 27, 2026, with a virtual public bid opening scheduled for 11:00 AM EDT on April 28, 2026. Prospective bidders may submit technical questions to the Contract Officer, Robert Dowdle, by 5:00 PM on April 15, 2026, and no pre-bid conference will be held.
All bidders must comply with the Commonwealth of Virginia's established goal that over 42% of purchases be made from small businesses, including women-owned and minority-owned businesses with Department of Small Business and Supplier Diversity (DSBSD) certification. Unless a bidder is certified as a small or micro business by DSBSD by the bid closing date, submission of a Small Business Subcontracting Plan (SBSP) identifying specific DSBSD-certified subcontractors and their proposed participation percentages is mandatory; failure to complete and return all required attachments will result in bids being deemed non-responsive. Additional required submittals include State Corporation Commission (SCC) registration information, subcontractor approval documentation, and normal and emergency contact information for operations throughout the contract performance period. All contractors must comply with applicable federal and state anti-discrimination laws, drug-free workplace requirements, Title VI assurances, and e-Verify program participation for employers with more than 50 employees on contracts exceeding $50,000. Payment will be made within 30 days after receipt of valid invoices and verification of satisfactory goods received, with monthly invoice submissions to the specified VDOT address or via email. No specific budget range or award value is disclosed in the solicitation documents.
