The solicitation is divided into two lots, with Lot 1 covering Halifax County secondary routes and Lot 2 covering Pittsylvania County secondary routes; bidders may bid on one or both lots but must demonstrate capacity to perform work on any lot selected. The contractor must provide all necessary labor, supervision, equipment, tools, personal protective equipment, supplies, fuel, and traffic control to remove and legally dispose of litter and debris from secondary roadways, with a minimum of three crews capable of working simultaneously with at least two members each. Litter pickup cycles must be completed within thirty days, with an estimated two complete cycles during summer months (April through October) and one complete cycle during winter months (November through March). Bid pricing shall be submitted on a per-centerline-mile, all-inclusive basis covering all crews, supervision, vehicles, equipment, signage, disposal fees, and incidentals. The contractor must commence work within seven calendar days of contract award and respond to work notifications within forty-eight hours, with work commencing within five calendar days. The solicitation closes at 2:00 PM EST on March 30, 2026, with a virtual public bid opening at 10:30 AM EST on March 31, 2026; questions may be submitted to Sandra Walden at sandra.walden@vdot.virginia.gov by 12:00 PM EST on March 25, 2026.

The solicitation is set-aside with award priority given to DSBSD-certified micro or small businesses; bidders not certified as small businesses by the Department of Small Business and Supplier Diversity (DSBSD) by the bid closing date must submit a Small Business Subcontracting Plan identifying the portions of the contract to be subcontracted to DSBSD-certified small businesses as a percentage of total bid price. Minimum insurance requirements include workers' compensation, employer's liability of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 in aggregate, and automobile liability of $1,000,000 combined single limit. Contractors with more than an average of 50 employees over the previous 12 months and contract values exceeding $50,000 must register and participate in the E-Verify program. The contract term is one year from the date of award, with the option to renew for four successive one-year periods. Payment will be made via check, ACH, EDI, or P-Card within 30 days of receipt of valid invoice and verification of satisfactory work completion, with an eVA vendor transaction fee of 1 percent, capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses.
