About this opportunity

California Department of Transportation (Caltrans) is soliciting bids under IFB 03A4224 for scheduled and on-call trash collection, hauling, and disposal services at maintenance stations and rest areas in Nevada and Placer Counties, with written questions due November 5, 2026 and bids due November 17, 2026 at 2:00 p.m. The agreement carries a 25 percent Small Business (SB) participation goal and a 5 percent SB/Micro Business preference applied to the lowest responsive and responsible bid, with the preference not to exceed $50,000. A Disabled Veteran Business Enterprise (DVBE) incentive program applies, capped at $100,000 for all combined incentives and preferences. SB-PW certifications do not qualify for the SB preference because this is not a public works agreement.

The scope covers nineteen line items across eight locations, including Tahoe City and Truckee Maintenance Stations, Kingvale and Whitmore Maintenance Stations (both with kitchens), and the Gold Run Rest Areas, westbound and eastbound. Estimated quantities run 30 to 624 bins per line item, in sizes from 3 to 20 cubic yards. Pickups occur one to two times weekly depending on location, with on-call pickups within three working days of notification. Service runs Monday through Friday, 7:30 a.m. to 4:00 p.m., with occasional on-call work outside those hours. Contractors must hold a valid California Department of Motor Vehicles Motor Carrier Permit at bid and throughout the term. Required insurance includes Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, and Workers' Compensation with $1,000,000 employer's liability. Bid prices must be firm and all-inclusive, covering labor, equipment, travel, disposal fees, and taxes, with no additional compensation for travel time or dry runs. Bidders submit pricing on Attachment 1.

The agreement runs April 15, 2027 through April 14, 2030, with estimated award on December 1, 2026. Bid opening follows at 2:30 p.m. on November 17, 2026. The awardee must deliver certificates of insurance, a Payee Data Record (STD 204), and compliance certifications within 10 working days of award notification, and must comply with SB 1383 organic waste recycling requirements.
