About this opportunity
California Department of Transportation (Caltrans) is requesting bids for sweeper tailings collection, hauling, and disposal services in San Bernardino County under IFB #08A3964, with bids due August 4, 2026 at 2:00 p.m. A five percent small business or micro-business preference is available to certified contractors, capped at $50,000; a separate five percent Disabled Veteran Business Enterprise incentive applies to bids with verified 100 percent DVBE participation, with a combined dollar cap of $100,000 across all incentives and preferences.
The contractor will provide roll-off bins (10 cubic yards with receptacle locking lids) for collecting, hauling, and disposing of sweeper tailings, debris, sediment, sand, leaves, trash, and other materials at nine locations across San Bernardino County. Four primary locations — I-15 Southbound at Cleghorn Road, I-15 Southbound at Wild Wash, I-15 Northbound Stockpile at Fort Irwin, and Barstow Maintenance Station — receive bi-weekly scheduled pickups; five additional on-call locations (Desert Oasis Safety Roadside Rest Area, CV Kane SRRA, Essex Maintenance Station, Needles Maintenance Station, Mountain Pass Maintenance Station, and I-15 Northbound Stockpile at Halloran Summit Road) are serviced as needed. The bid includes 11 line items with estimated quantities ranging from 25 to 156 bins per location. Services are provided during normal business hours of 6:30 a.m. to 2:30 p.m., Monday through Friday, except State holidays.
Mandatory requirements include a valid Motor Carrier Permit from the California Department of Motor Vehicles, current Department of Industrial Relations registration, and general liability, auto liability, and workers' compensation insurance with Caltrans named as additional insured. Prevailing wages apply if the total bid amount exceeds $15,000. Mandatory organic waste recycling compliance under Senate Bill 1383 is required. Subcontracting is not permitted.
The contract term runs September 15, 2026 through September 14, 2029. Bid prices must remain firm and include all labor, equipment, tools, vehicles, materials, hauling, transportation, and associated costs, fees, and taxes. Written questions are due July 28, 2026 at 2:00 p.m. The estimated contract award date is August 14, 2026. The agreement will be awarded to the lowest responsive and responsible bidder.
