About this opportunity
Habersham County School Nutrition Program, in Hall County, Georgia, issued Invitation for Bid #26-0300 on March 26, 2026, for the procurement of shelf-stable meal kits to support summer feeding programs and school year meal service. Sealed bids are due by 9:00 a.m. on April 10, 2026, at Habersham County School Nutrition, 132 Stanford Mill Road, PO Box 70, Clarkesville, Georgia 30523, with bid opening occurring at 10:00 a.m. the same day. The solicitation seeks bids for multiple product categories including Summer SFSP (Summer Food Service Program) multi-day shelf-stable meal boxes available in 2-, 3-, 4-, 5-, 6-, and 7-day configurations with and without milk and additional vegetables, Summer SSO (NSLP & SBP) multi-day shelf-stable meal kits in comparable configurations, and CACFP supper shelf-stable daily meal kits. All meal kits must feature unitized daily bags with individually wrapped items in clear packaging, comply with USDA Buy American requirements, include aseptic-packaged cartons with attached straws containing 100% fruit juice, and provide USDA Child Nutrition crediting equivalents with product formulation statements meeting detailed specifications outlined in the specifications document. Vendors must maintain HACCP plans with 24/7 accessibility for recall procedures, provide annual mock recall capability at vendor expense, and maintain comprehensive insurance coverage including workers' compensation (statutory), general liability of $500,000 per occurrence/$1,000,000 aggregate, and automobile liability of $500,000 per occurrence. The contract term runs from May 1, 2026, through June 30, 2027, with options to extend up to three months at the same bid pricing and renewal opportunities for up to four additional one-year terms based on vendor performance.
The School Food Authority reserves the right to award to a single or multiple vendors based on lowest responsive and responsible bids meeting all specifications within approximately 60 days of bid opening. Bids exceeding $100,000 require Lobbying Certification and Disclosure forms and are subject to Byrd Anti-Lobbying Amendment compliance; bids exceeding $25,000 require Debarment and Suspension verification; and bids exceeding $150,000 must comply with Clean Air and Clean Water Act provisions. All bid prices must remain firm for the contract period and include all charges for packing and transportation to delivery sites, with no separate fuel charges permitted, and the SFA will make payment within 30 days of receipt of properly invoiced goods following inspection and acceptance. Delivery sites include a Cooperative Purchasing Agency location in Cleveland, Georgia; Gold Star Foods in Piedmont, South Carolina; and Hart County High School in Hartwell, Georgia. Hart County Schools is listed as a participating piggybacking SFA with the same terms and conditions as the primary award, indicating potential for expanded delivery obligations beyond the primary jurisdiction.
