About this opportunity
The California Correctional Training and Rehabilitation Authority (CALCTRA) is requesting bids for Respiratory Personal Protection (RPP) Compliance Services throughout California under IFB S92102551, with proposals due June 23, 2026 at 3:00 p.m. Pacific Time.
CALCTRA seeks a contractor to deliver OSHA 29 CFR 1910.134 medical clearance services for approximately 550 employees annually across 31 facilities statewide. Services include conducting medical questionnaires, issuing medical certificates signed by a physician or licensed healthcare provider, performing employee evaluations as necessary, and maintaining HIPAA-compliant storage of medical and fit test certificates for 30 years. The contractor must establish administrative and employee internet-based portals with role-based access controls, compliance dashboards, and automated email notifications; migrate 3,000 to 4,000 existing medical and fit test certificates; and provide customer service response within four hours during business hours. All services must comply with OSHA, HIPAA, and HITECH regulations, utilize Transport Layer Security 1.2+ encryption in transit and Advanced Encryption Standard 256-bit encryption at rest, guarantee 99% portal uptime, and maintain a Business Associate Agreement with CALCTRA prior to protected health information transmission.
The contract term is two years with an option to extend for one additional year, with a proposed start date of September 1, 2026. CALCTRA will award on a best value basis considering cost, past performance, and experience. Bidders must demonstrate two years of experience with similar services and provide three references for projects completed within the last three years. Contractors must provide proof of all required licenses and permits, maintain commercial general liability, workers' compensation, and automotive liability insurance with the state and CALCTRA named as additional insureds, and comply with Executive Orders N-6-22 and N-12-23 regarding economic sanctions and generative artificial intelligence disclosure. Pricing is submitted per medical clearance certificate with any setup or initiation fees separately identified. No set-asides or small business preferences apply. Notification of the successful bidder is anticipated June 24, 2026.
