About this opportunity

The California Department of Industrial Relations (DIR) is soliciting bids through Invitation for Bid (IFB) S25BMO009 for carpet and vinyl flooring removal and installation services at its Oakland office location at 1515 Clay Street. The project encompasses the removal of existing carpeting, vinyl composition tile (VCT), and bases across 15 separate suite areas ranging from 783 to 20,498 square feet, followed by installation of new Interface Driftwood carpet in Sweetgum color and Armstrong Raffia Stream VCT with Diamond 10 Technology in Opal color. Contractors must furnish all labor, materials, tools, equipment, and disposal services necessary to complete the work. Bidders must hold an active California Contractors State Licensing Board license as either an A-General Engineering Contractor or C-15 (Flooring and Floor Covering Contractor) and provide proof of active licensure with their bid submission. The project is classified as public works subject to prevailing wage requirements and public works contractor registration per Labor Code Section 1725.5. A mandatory pre-bid site inspection is scheduled for March 5, 2026, from 9:00 AM to 12:00 PM, with written questions due by March 12, 2026, at 5:00 PM and responses posted by March 20, 2026. Electronic bids must be submitted by March 27, 2026, at 5:00 PM, with bid opening on March 30, 2026, at 10:30 AM via Microsoft Teams, and the Notice of Intent to Award will be posted for five business days beginning April 3, 2026. The estimated contract start date is May 1, 2026, with a six-month contract term.

The procurement includes a Disabled Veteran Business Enterprise (DVBE) incentive of 1% to 5% applied for evaluation purposes only based on the percentage of DVBE participation in the project. A Payment Bond equal to 100% of the contract value is required for bids exceeding $25,000. The cost sheet must comprehensively include all labor, materials, tools, equipment, disposal, recycling, travel, and applicable taxes, with an additional contingency allowance not to exceed $15,000 available for unforeseen materials pending DIR approval before ordering. DIR has established a budget of $800,000 for this project, and any bids exceeding this amount may be deemed non-responsive and ineligible for award. There is no incumbent contractor identified for this work, indicating this represents a new procurement of these services by DIR for its Oakland facility.
