About this opportunity

SUNY Upstate Medical University is requesting bids for insurance collection services on high-dollar accounts ranging from $500 to $2,500 under IFB S-1520, with proposals due September 17, 2026. This procurement is restricted to New York State businesses certified as Minority and Women Owned Business Enterprises (MWBE) or Service-Disabled Veterans' Businesses under Article 15-A or Article 17-B of the New York State Executive Law — a hard eligibility filter that limits bidding to certified firms.

The MWBE participation goal is 100%, meaning the awardee must itself be certified under one of the qualifying programs. The scope involves collecting on insurance claims valued between $500 and $2,500 per account. The successful contractor must provide valid and current New York State Workers' Compensation and Disability Benefits insurance certificates and submit vendor-responsibility documentation and tax-clearance filings required under New York State Finance Law Section 5-a. Kopp Billing Agency, a certified MWBE firm, held an identical or substantially similar contract within the past five years.

This procurement is subject to New York State Finance Law Section 139-j/k (the Lobbying Law), which restricts all vendor contact to the designated primary contact listed in the bid documents. Unauthorized contact with other Upstate personnel violates state law and can result in contract rejection or debarment from all New York State agency contracts. Detailed service requirements and submission instructions are available on the Upstate Medical University Finance Office website at upstate.edu/finance/publicbid/bid.php.
