The California Department of Transportation (Caltrans) is requesting bids on plumbing services for Los Angeles and Ventura Counties under IFB 07A6441, with bids due June 25, 2026 at 2:00 p.m. A five percent small business preference applies to certified small businesses or contractors committing to subcontract at least 25 percent of net bid price to certified small businesses; an additional disabled veteran business enterprise incentive program offers up to five percent based on verified DVBE participation.
Scope encompasses routine and non-routine plumbing repair, heating services, drain-line repairs, water-line replacements, fixture installation and repair, water-damage remediation, video inspections, and gas-line work at Caltrans-owned properties in the Route 710 freeway corridor (Pasadena, South Pasadena, and El Sereno). Estimated quantities are 2,655 hours routine single-worker, 1,000 hours routine multi-worker, 5,700 hours non-routine single-worker, and 2,542 hours non-routine multi-worker services, plus a parts-and-materials allowance of 10 percent of labor subtotal. All work must comply with California Plumbing Code and applicable local codes, include 12-month warranties for repairs and three-year warranties for new installations, and comply with prevailing wage, apprenticeship, and public-works requirements.
Bidders must hold current C-36 plumbing contractor and Class B general building contractor licenses from the California Contractors State License Board, maintain at least six years of established business with a minimum of four years' experience providing prevailing wage plumbing services for California government entities, and hold current Department of Industrial Relations registration. A bid bond equal to 10 percent of total bid is required for bids of $484,000 or greater; a payment bond equal to 100 percent of each service request is required before work commencement for service requests of $25,000 or more.
The contract runs from July 15, 2026 through July 14, 2028, with anticipated award July 1, 2026. Compensation is hourly rates for labor plus reimbursement of actual pre-approved parts, materials, supplies, fees, and permits verified by receipts. Written questions are due June 18, 2026. Addendum No. 1, issued June 12, 2026, corrects Attachment 1 – Bid Proposal; bidders must use revised documents.
