About this opportunity
The California Department of Transportation (Caltrans) Division of Procurement and Contracts is soliciting bids for integrated pest management services at 26 maintenance stations and three roadside rest areas across eight counties (Stanislaus, San Joaquin, Merced, Mariposa, Tuolumne, Calaveras, Amador, and Alpine), with bids due June 30, 2026 at 2:00 p.m. A 5% small business preference applies to certified SBs or micro-businesses, or to non-SB bidders committing to subcontract at least 25% of their net bid price to certified SBs.
The scope encompasses routine semi-annual pest control, specialized services for birds, bats, and termites, and non-routine services. The bid proposal includes 29 line items representing six semi-annual service calls per location annually plus 60 non-routine service calls. Pricing shall be submitted as unit prices with all costs — labor, materials, equipment, travel, and incidentals — incorporated into the bid rates.
Bidders must be registered with the California Department of Consumer Affairs' Structural Pest Control Board and maintain current Field Representative or Operator licenses; all onsite staff must possess valid Structural Pest Control Applicator certificates. The agreement is subject to prevailing wage laws if the total bid amount exceeds $15,000, organic waste recycling requirements under Senate Bill 1383, and compliance with LEED standards and integrated pest management best practices.
The contract term is three years, from August 15, 2026 through August 14, 2029. A disabled veteran business enterprise (DVBE) incentive program applies with a dollar cap of $100,000 for combined incentives and preferences. Written questions are due June 23, 2026 at 2:00 p.m. Bid opening follows at 2:30 p.m. on June 30, 2026. The estimated award date is July 16, 2026. Award will be made to the lowest responsive and responsible bidder.
