About this opportunity

Palm Beach County's Department of Airports is seeking competitive bids through Invitation for Bids (IFB) PB-22-9 for up to eight (8) Rental Car Lease and Concession Agreements at Palm Beach International Airport, a medium-hub facility serving 6.5 to 7 million passengers annually. The procurement grants non-exclusive rights to lease and operate rental car reservation counters and provide rental car services within the terminal, addressing Counter No. 7 and potentially an additional counter space, with six counters already allocated to existing operators. Successful bidders must demonstrate three (3) years of experience operating airport rental car locations with at least fifteen (15) on-airport or off-airport locations, or provide a franchisor guaranty. Key operational requirements include maintaining ADA-compliant shuttle service at 15-minute intervals, operating a minimum of eight hours daily seven days per week (9:00 a.m. to 5:00 p.m.), staffing counters during peak times, and maintaining fleet vehicles no greater than two model years old. The initial contract term is five years, commencing October 1, 2022, and expiring September 30, 2027, with one renewal option for two additional years. A mandatory Pre-Bid Conference was held July 21, 2022, at 10:00 a.m., followed by a mandatory ACDBE Conference at 11:00 a.m. the same day; written questions were due July 25, 2022, at 3:30 p.m., and bid proposals are due August 2, 2022, at 11:00 a.m., at which point the Cone of Silence is triggered.

Bidders must meet an Airport Concession Disadvantaged Business Enterprise (ACDBE) participation goal of 3.22% of goods and services, with all participating firms required to be certified by the Florida Unified Certification Program; those failing to meet this goal must submit written evidence of good faith efforts or face disqualification. A $5,000 bid guarantee is required with proposal submission, and a security deposit equivalent to fifty percent (50%) of the First Contract Year Minimum Annual Guarantee (MAG) is required at execution. The Minimum Annual Guarantee is set at no less than Five Hundred Thousand Dollars ($500,000) for the first contract year, with subsequent years calculated as ninety percent (90%) of the prior year's Percentage Payment or the prior year's MAG, whichever is higher; concession fees are payable as the greater of the MAG or ten percent (10%) of Gross Revenues annually, plus separate Facility Rental payable at the non-signatory airline rate of $65.66 per square foot annually, adjusted each October 1st. If an eighth counter is constructed, the successful bidder bears all design and construction costs, including electrical, data, communications, and lighting improvements, with a rental credit not to exceed $50,000. Recommended awards will be posted for a five business-day protest period before finalization. All bidders must comply with Federal, State, and local regulations, including FAA and TSA requirements.
