About this opportunity

The California Department of Fish and Wildlife (CDFW) is requesting bids for anadromous fish carcass collection and disposal services at three hatchery locations under IFB P2681002, with bids due August 11, 2026 at 5:00 PM (PT). Bidders may propose for one, two, or all three hatcheries; each location will be awarded to the lowest responsive and responsible bidder. A 5% small-business preference applies to California-certified small businesses or non-small businesses committing at least 25% of net bid price to subcontract with small businesses; an additional 5% DVBE incentive is available.

Services span three CDFW-operated hatcheries: Feather River Fish Hatchery (Oroville), Nimbus Fish Hatchery (Gold River), and Mokelumne River Fish Hatchery (Clements). The contractor must collect and dispose of surplus salmon and steelhead trout carcasses during spawning seasons (Feather River September–November with 9–28 pickups annually; Nimbus November–December with 14–25 pickups; Mokelumne River October–December with 16–26 pickups). Peak carcass volumes range from 3,000–5,000 pounds early season to 40,000 pounds at peak, with approximately 15,000 pounds per pickup on average. Pickups require 48-hour advance notice and completion by 3:00 PM on scheduled days. The contractor must provide collection bins (49" x 41" x 29"), secure third-party disposal agreements (combined daily capacity up to 80,000 pounds for two hatcheries or 120,000 pounds for three), maintain Commercial General Liability of $1,000,000 per occurrence minimum, Automobile Liability of $1,000,000, and Workers Compensation of $1,000,000, and comply with DOT waste-transportation and California Vehicle Code regulations. Optional HACCP-compliant donation of food-grade carcasses to qualifying food banks is permitted with detailed food-safety documentation submitted at bid.

Compensation is unit-rate based: $28 per pickup at Feather River, $25 at Nimbus, and $26 at Mokelumne River, with rates constant across the three-year contract term (September 1, 2026 through June 30, 2029). The public bid opening is August 13, 2026 at 2:00 PM (PT), with award notice posted August 14–21 and a proposed award date of August 24–28, 2026.

Opportunity text

Many California rivers have large dams on the river which block access to historic spawning and rearing habitats by anadromous populations of Salmon and Steelhead Trout. Each CDFW Operated Anadromous Fish Hatchery helps manage the population of the anadromous fish in the appropriate river by propagating hatchery raised fish to supplement the number of anadromous fish that would otherwise propagate in the wild. CDFW personnel take all necessary eggs and milt from such fish returning to the hatchery to meet hatchery production goals. While returning some of the surplus anadromous fish carcasses to the river may benefit the ecosystem, some CDFW Operated Fish Hatcheries are prohibited from returning such surplus anadromous fish carcasses to the river. In other instances, a surplus of carcasses may be produced at the hatchery in a relatively short amount of time; and returning a large volume of anadromous fish carcasses would not benefit the ecosystem. CDFW requires the services of vendors experienced in both the collection and disposal of anadromous fish carcasses. Click "View Event Package" to download IFB
