About this opportunity

The California Department of Fish and Wildlife (CDFW) is issuing Invitation for Bid (IFB) P2660002 to procure portable toilet rental, servicing, and septic tank pumping services for three Imperial Wildlife Area locations: Wister Unit, Finney/Ramer Unit, and Hazard Unit across Imperial County, Imperial City, and Imperial Beach City jurisdictions. The contractor must provide nine ADA-compliant portable toilet units and eight standard portable toilet units during waterfowl season (October through February), with delivery required within 48 hours of request and weekly servicing scheduled for Thursdays between 8:00 a.m. and 4:00 p.m. Additionally, the contractor must perform bi-annual pumping services for six vault toilet tanks and annual pumping for two residential/facilities septic tanks, with completion required within one week of notification. All portable toilet units must meet strict specifications including heavy-duty construction, ventilation systems, antibacterial hand sanitizer dispensers, translucent roofs, holding tanks of at least 50 gallons, and ADA compliance features such as grab bars and minimum clear floor spaces. The contractor is responsible for all associated costs including labor, maintenance, transportation, materials, supplies, insurance, licenses, and taxes. The bid submission deadline is March 20, 2026, with the contract term running from July 1, 2026, through June 30, 2029 (three fiscal years). The Notice of Intent to Award will be issued on March 26, 2026, with the proposed award date of April 3, 2026, and the contract will be awarded to the lowest responsive and responsible bidder meeting all IFB requirements.

No specific set-aside designations or restrictions on eligible respondent types are mentioned in the procurement documents; however, a 5% Small Business preference applies to certified California small businesses, and a 3% Disabled Veteran Business Enterprise (DVBE) participation goal is required. The contractor must maintain Commercial General Liability insurance of $1,000,000 per occurrence/$2,000,000 annual aggregate, Automobile Liability coverage of $1,000,000 combined single limit, Pollution Liability of $1,000,000 per occurrence/$2,000,000 aggregate, and Workers Compensation with $1,000,000 employer's liability limits upon award. Monthly invoicing will be processed in arrears with payment made only after CDFW Contract Manager approval, and the contractor is required to maintain service logs for each unit and notify CDFW within 24 hours of any missed servicing. The maximum contract amount is listed as TBD, with compensation based on actual services rendered at unit rates specified in the line-item budget, which includes separate pricing for standard portable toilet weekly service, ADA portable toilet weekly service, and septic tank pumping per tank. CDFW reserves the right to increase or decrease the number of units on an as-needed basis up to a maximum of nine standard units and ten ADA units throughout the contract period.
