The procurement encompasses the provision and maintenance of chemical toilet units—including both ADA-compliant and standard configurations—and servicing of two state-owned vault toilets across seven job locations: Butte Valley Wildlife Area, Shasta Valley Wildlife Area, Big Springs Ranch State Property, Ash Creek Wildlife Area, Honey Lake Wildlife Area/West Clover Wildlife Area, Battle Creek Wildlife Area/Mouth of Cottonwood Creek Wildlife Area, and Tehama Wildlife Area. Deliverables include delivery, installation, regular servicing, waste disposal, and maintenance of all toilet units, with service intervals varying from bi-weekly to annual depending on location, and some locations operating on a will-call basis. The selected contractor must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Pollution Liability ($1,000,000/$2,000,000 aggregate), and Workers Compensation ($1,000,000), and must comply with Department of Transportation regulations, California Vehicle Code, California Fire Marshal regulations, and county health department ordinances. Bidders must submit all-inclusive monthly costs per unit for each location with fixed rates throughout the three-year contract term (July 1, 2026, through June 30, 2029), with no renewal options available. The deadline for question submission is May 8, 2026, bids are due by 4:00 PM Pacific Time on May 18, 2026, the public bid opening is scheduled for May 20, 2026, at 2:00 PM, and the proposed award date is between May 29 and June 1, 2026.
A five percent Small Business preference is available to California-certified small businesses, with an extended preference available to non-small businesses committing to subcontract at least twenty-five percent of the net bid price to certified small businesses or micro-businesses. A five percent incentive (not to exceed $100,000) is available for Disabled Veteran Business Enterprise (DVBE) participation; however, DVBE participation requirements have been waived for this solicitation. All eligible bidders must be legally constituted and qualified to conduct business in California, must not be listed among the state's 500 largest tax delinquencies, and pricing includes all-inclusive costs covering labor, maintenance, tools, transportation, materials, licenses, taxes, and insurance. No incumbent vendors or current contractors are identified in the solicitation documents. The maximum contract budget will be determined by the selected bidder's Total Basis of Award amount, with monthly payments made in arrears upon submission of itemized invoices approved by the CDFW Contract Manager and issued by warrant from the California State Controller's Office. The contract is subject to Budget Act appropriations and may be terminated by CDFW with thirty days written notice or immediately for cause.
