About this opportunity

The California Department of Fish and Wildlife (CDFW) has issued Invitation for Bid (IFB) P2581002 for fish carcass removal services at Fall Creek and Trinity River Hatcheries located in Lewiston and Hornbrook, California. The procurement seeks a contractor experienced in collecting, removing, and disposing of surplus anadromous fish carcasses during the spawning seasons of October, November, and December. The contract will run from October 1, 2025, through June 30, 2028, with a potential one-year extension. Annual carcass removal volumes are estimated at approximately 73,000 pounds, with 46,500 pounds expected from Trinity River Hatchery and 26,500 pounds from Fall Creek Hatchery. Bidders must submit comprehensive quotes for total carcass removal by job, not per pound, and include required attachments such as Bid/Bidder Certification Sheet and Payee Data Record. The bid is due by June 30, 2025, at 5:00 PM PT, with a bid opening on July 1, 2025, and a proposed award date of July 11, 2025. The contract will be awarded to the lowest responsive and responsible bidder meeting all specified requirements.

While the Disabled Veteran Business Enterprise (DVBE) Participation Program requirements have been waived, bidders can still receive an incentive up to 5% for DVBE participation. Non-small businesses can qualify for small business preference by committing to subcontract at least 25% of their net bid price to California Certified Small Businesses. The contractor must maintain appropriate insurance coverage, including commercial general liability, automobile liability, and workers' compensation. Additional contract requirements include maintaining necessary licenses, complying with federal and state regulations, and potentially providing refrigerated trailers for carcass storage. The contractor may need to coordinate with tribal entities for potential carcass collection and must prepare annual reports detailing the disposition of fish carcasses, including amounts distributed, rendered, or disposed of. While specific budget ranges are not explicitly stated, the contract will cover the removal and disposal services for the estimated 73,000 pounds of fish carcasses annually across the two hatchery locations.

Opportunity text

CDFW requires the services of vendors experienced in the collection and disposal of anadromous fish carcasses. CDFW Operated Anadromous Fish Hatchery helps manage the population of the anadromous fish in the appropriate river by propagating hatchery raised fish to supplement the number of anadromous fish that would otherwise propagate in the wild. CDFW personnel take all necessary eggs and milt from such fish returning to the hatchery to meet hatchery production goals. While returning some of the surplus anadromous fish carcasses to the river may benefit the ecosystem, some CDFW Operated Fish Hatcheries are prohibited from returning such surplus anadromous fish carcasses to the river. In other instances, a surplus of carcasses may be produced at the hatchery in a relatively short amount of time; and returning a large volume of anadromous fish carcasses would not benefit the ecosystem.
