The procurement seeks a professional pest control contractor to develop and execute an aggressive pest management plan addressing mice, rats, spiders, cockroaches, and other pests (excluding termites) across state-owned housing facilities, offices, and hatchery premises. Prospective bidders must possess a valid Structural Pest Control Board License and demonstrate compliance with state regulations including California Vehicle Code and Department of Transportation requirements. The contract term is three years, commencing July 1, 2025, or upon contract approval, with a potential one-year extension. Key procurement dates include a bid due date of June 13, 2025, at 5:00 PM (PT), a bid opening on June 17, 2025, and a proposed award date between June 23-27, 2025.

The solicitation includes a Small Business Preference of 5% and a Disabled Veteran Business Enterprise (DVBE) incentive, though DVBE Participation Program requirements have been waived for this specific IFB. Bidders will be evaluated based on a monthly flat fee structure, with the total contract value determined by the selected bidder's Total Basis of Award amount. The contractor will be required to maintain comprehensive insurance coverage, including commercial general liability ($1,000,000 per occurrence), automobile liability, pollution liability, and workers' compensation. While the maximum contract amount is currently to be determined (TBD), monthly payments will be made in arrears upon submission of detailed invoices. The contract will cover monthly exterior treatments, spider web removal, bait station servicing, and call-back services across multiple state-owned properties, with the primary objective of preventing facility damage and protecting the health and safety of CDFW staff working at the hatchery facilities.
