About this opportunity
The California Department of Fish and Wildlife (CDFW) is issuing an Invitation for Bid (IFB P2520006) to procure environmental testing services for remediation verification at Hallelujah Junction Wildlife Area (HJWA) in Chilcoot, California. The primary objective is to conduct soil and water sampling and laboratory analysis to verify that hazardous materials have not leached from a legacy dumpsite into surrounding soil or adjacent waterways following partial remediation completed in September 2024 that removed 134 tons of material. The scope of work requires the collection and analysis of twelve soil samples and two to four water samples using EPA protocols, with testing for heavy metals, TTLC/STLC, volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), petroleum hydrocarbons, polychlorinated biphenyls (PCBs), toxicity (Daphnia magna), and PFAS. Deliverables include a draft report due by April 30, 2026, and a final report due by May 15, 2026, with all reports submitted in PDF format subject to state ownership and publication rights. The contractor must maintain current accreditation from the State Water Resources Control Board Environmental Laboratory Accreditation Program (SWRCB-ELAP) throughout the contract term and comply with all Department of Transportation regulations regarding waste transportation. A mandatory pre-bid conference and site walkthrough is scheduled for January 22, 2026, at 10:00 AM (PT) at the wildlife area entrance at the corner of Balls Canyon Road and Long Valley Road. Bids are due February 13, 2026, at 4:00 PM (PT), with bid opening on February 17, 2026, notice of intent to award by February 19, 2026, and a proposed award date of February 26, 2026.
Award will be made to the lowest responsive and responsible bidder meeting all IFB requirements, with a five percent (5%) Small Business Preference available to California-certified small businesses and a minimum three percent (3%) Disabled Veteran Business Enterprise (DVBE) participation goal applying to the contract. Bidders must be California-registered businesses not on state tax delinquency lists and must comply with Executive Order N-6-22 regarding Russian sanctions and Executive Order N-12-23 regarding Generative Artificial Intelligence disclosure requirements. Required insurance includes Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers Compensation and Employers Liability ($1,000,000), and Pollution Liability ($1,000,000 per occurrence/$2,000,000 aggregate), with proof of insurance required before work commences. No incumbent contractor or existing infrastructure integration requirements are specified. The contract term extends from California Department of General Services approval through June 30, 2027, with an option to extend for one additional year, and the maximum contract budget is $13,000.00, with monthly payments made in arrears upon submission of itemized invoices approved by the Contract Manager.

The California Department of Fish and Wildlife (CDFW) Conserved Lands Program is seeking a Contractor to conduct soil and water tests. A legacy dumpsite at Hallelujah Junction Wildlife Area (HJWA) was partially remediated in September 2024 with 134 tons of material removed. Work was halted due to safety concerns and because the waste extended deeper than originally estimated. CDFW needs a Contractor to conduct environmental testing to verify that no hazardous materials have leached into the soil or adjacent waterway. Click View Event Package to Download IFB/RFQ
