About this opportunity

The California Department of Fish and Wildlife (CDFW) has issued an Invitation for Bid (IFB P2495023) for Southern California Helicopter Rental services, specifically targeting Ventura County's Air Operations unit. The procurement seeks a contractor to provide helicopter rental services for law enforcement, biological surveys, scientific research, and conservation efforts, with a minimum expected usage of 150 helicopter hours annually. Qualified bidders must possess an FAA Part 91 Air Carrier Certificate and maintain a facility within 25 nautical miles of the CDFW Air Unit's Southern California base at Camarillo Airport. The helicopters must meet stringent specifications, including a minimum of six seats, an empty weight of at least 2,500 pounds, a 300 nautical mile range, and a turbine engine of at least 700 horsepower. Key deliverables include providing airworthy helicopters for various operational needs such as investigations, high-risk operation support, warden transport, search and rescue, and scientific research. Critical dates include a bid submission deadline of May 9, 2025, at 4:00 pm (PT), a bid opening on May 13, 2025, and a proposed contract award date of May 23, 2025.

The solicitation includes provisions for small business preferences, offering a five percent preference for certified small businesses. While no specific incumbent vendor is mentioned, the contract allows for potential advanced payments to community-based nonprofit agencies. The total contract value is set at $450,000, with the agreement running from the California Department of General Services contract approval date through June 30, 2027, and potentially including a one-year extension option. Comprehensive insurance requirements are mandated, including commercial general liability, aircraft liability, hangarkeepers liability, and workers' compensation, with the State of California to be listed as an additional insured. Contractors must demonstrate compliance with detailed maintenance, pilot training, and operational requirements to ensure safety and adherence to federal aviation regulations. The contract's comprehensive nature suggests a robust procurement process designed to secure a highly qualified and reliable helicopter rental service for critical state conservation and law enforcement operations.
