About this opportunity

The California Department of Fish and Wildlife (CDFW) is seeking experienced vendors to collect and dispose of surplus anadromous fish carcasses from several CDFW-operated hatcheries located across multiple counties, including Butte, Shasta, Trinity, San Joaquin, Sacramento, and Siskiyou. The services required include the removal of approximately 550,000 pounds of salmon and steelhead carcasses per year from the Iron Gate & Fall Creek, Trinity River, Feather River, Nimbus, and Mokelumne River hatcheries. Vendors may bid on one or all five hatchery locations, with the contract awarded to the lowest responsive bidder for each location. The contract term is from the date of approval through June 30, 2026, with a possible one-year extension. Vendors must meet minimum qualifications, including relevant licenses, certifications, and insurance coverage, and comply with Small Business and Disabled Veteran Business Enterprise (DVBE) program requirements. The contracts will be awarded based on the lowest responsive bid, with the DVBE incentive and Small Business preference applied as applicable.

CDFW will apply the DVBE incentive and Small Business preference to the bid evaluations. The combined not-to-exceed budget for the services is based on the winning bidder's Basis of Award amount. No incumbent contractors are currently identified. Eligible organizations include those that can meet the stated qualifications and comply with the set-aside requirements. The funding for this procurement will be provided by CDFW.

Opportunity text

Many California rivers have large dams on the river which block access to historic spawning and rearing habitats by anadromous populations of Salmon and Steelhead Trout. Each CDFW Operated Anadromous Fish Hatchery helps manage the population of the anadromous fish in the appropriate river by propagating hatchery raised fish to supplement the number of anadromous fish that would otherwise propagate in the wild. CDFW personnel take all necessary eggs and sperm from such fish returning to the hatchery to meet hatchery production goals. While returning some of the surplus anadromous fish carcasses to the river may benefit the ecosystem, some CDFW Operated Fish Hatcheries are prohibited from returning such surplus anadromous fish carcasses to the river. In other instances, a surplus of carcasses may be produced at the hatchery in a relatively short amount of time; and returning a large volume of anadromous fish carcasses would not benefit the ecosystem. CDFW requires the services of vendors experienced in the collection and disposal of anadromous fish carcasses. Click "View Event Package" to Download IFB
