About this opportunity

The California Department of Fish and Wildlife (CDFW) is seeking experienced vendors to provide services for the collection, transportation, and disposal of surplus anadromous fish carcasses from its hatchery facilities located in Butte, Shasta, Trinity, San Joaquin, and Sacramento counties. These hatcheries are responsible for managing endangered salmon and steelhead populations by propagating and releasing hatchery-raised fish. Due to the large volume of carcasses produced at certain times, CDFW is prohibited from directly returning them to the rivers, and requires vendors to remove and properly dispose of the carcasses. The contract term is upon approval through June 30, 2026, with a possible one-year extension. Bids are due by September 9, 2024, and the contract will be awarded to the lowest responsive and responsible bidder. Vendors must meet minimum qualifications related to licensing, certifications, and compliance with transportation regulations.

The invitation for bid (IFB) is open to public and private corporations, agencies, organizations, and individuals, with no Disabled Veteran Business Enterprise (DVBE) participation requirement but a DVBE incentive of up to 5% of the bid price. Small businesses may also qualify for a 5% bidding preference. No incumbent vendors or current contractors are specified, and the total not-to-exceed amount for the agreement is to be determined based on the submitted bids. The IFB does not provide any budget ranges, but the pricing is based on a per-pound unit rate for the carcass removal services at each hatchery location.

Opportunity text

Many California rivers have large dams on the river which block access to historic spawning and rearing habitats by anadromous populations of Salmon and Steelhead Trout. Each CDFW Operated Anadromous Fish Hatchery helps manage the population of the anadromous fish in the appropriate river by propagating hatchery raised fish to supplement the number of anadromous fish that would otherwise propagate in the wild. CDFW personnel take all necessary eggs and sperm from such fish returning to the hatchery to meet hatchery production goals. While returning some of the surplus anadromous fish carcasses to the river may benefit the ecosystem, some CDFW Operated Fish Hatcheries are prohibited from returning such surplus anadromous fish carcasses to the river. In other instances, a surplus of carcasses may be produced at the hatchery in a relatively short amount of time; and returning a large volume of anadromous fish carcasses would not benefit the ecosystem. CDFW requires the services of vendors experienced in the collection and disposal of anadromous fish carcasses. Click "View Event Package" to Download IFB/RFQ
