About this opportunity
The California Department of Fish and Wildlife (CDFW) is seeking bids for a contract to conduct toxicity testing on renewable diesel and its blends. The purpose of the contract is to assess the impacts of renewable diesel on terrestrial invertebrates, such as earthworms, in preparation for and response to potential large spill events. The contract term will be from January 1, 2025 or upon contract approval through June 30, 2026, with an optional one-year extension. Bids are due by September 6, 2024, and the contract will be awarded to the lowest responsive/responsible bidder. The awarded contractor must have experience conducting toxicity bioassays, including with terrestrial invertebrates and petroleum products, and have a laboratory located in California. CDFW will apply a 5% Small Business preference and a Disabled Veteran Business Enterprise (DVBE) incentive to the bid evaluation.
CDFW has set a minimum 3% DVBE participation requirement for this contract. The total contract budget will be based on the bidder's Total Basis of Award amount, but no specific budget range is provided. There is no mention of any incumbent vendors or current contractors for this requirement. Interested parties should review the attachments, which include sample contract terms, a notice of intent to reject all bids, and the full IFB document, for additional details.
