About this opportunity

The California Department of Fish and Wildlife (CDFW) is issuing an Invitation for Bid (IFB) for the removal, refurbishment, and replacement of marine buoys at the Upper Newport Bay Ecological Reserve in Orange County, California. The project requires the annual inspection, cleaning, and movement of 19 buoys, including 7 regulatory buoys, 8 informational shallow water buoys, and 4 interpretive buoys. Additional work includes the installation of weights and chains on certain buoys, as well as repainting and replacing zinc anodes on the interpretive buoys. The contractor must meet minimum qualifications, such as holding a California boater's license and appropriate diving certification. Bids are due by November 4, 2024, with a proposed award date of November 15, 2024. The contract term will be from the date of approval through June 30, 2027, with the contractor reimbursed for actual services rendered at the unit rates specified in the Bid Cost Sheet, up to a total not-to-exceed amount.

The IFB has been exempted from the Disabled Veteran Business Enterprise (DVBE) Participation Program requirements, but bidders who are DVBE certified or utilize DVBE subcontractors will receive an incentive. A 5% Small Business preference will also be granted to eligible bidders. No details are provided on any incumbent vendors or current contractors. The total budget amount will be based on the winning bidder's Total Basis of Award, but a specific range is not listed.

Opportunity text

The Upper Newport Bay Ecological Reserve is a fully tidal estuary located within the City of Newport Beach, County of Orange. The marine estuary has one main open water channel that is available for public use with non-motorized boating such as kayaks, stand up paddleboards (SUPs), canoes, outriggers, and rafts. There are nineteen (19) buoys with significant marine biofouling which has led to the sinking of many of the deep-water spar buoys to the point where the text is no longer visible. Some buoys have also shifted locations. As such, all buoys will need to undergo routine maintenance, inspections, and cleaning. Click "View Event Package" to download the IFB.
