About this opportunity

The California Department of Fish and Wildlife (CDFW) has issued an Invitation for Bid (IFB P2420011) for hazardous waste clean-up services across multiple California counties. The procurement seeks a contractor to collect, remove, transport, and dispose of hazardous materials from CDFW properties resulting from illegal dumping, unauthorized camping, and other unauthorized activities. Key qualifications include a Class A General Engineering Contractor's license with Hazardous Substance Removal Certification, Hazardous Materials Transportation License, Trauma Scene Waste Management Practitioner certification, and other specialized hazardous materials handling credentials. The bid is due on March 21, 2025, at 4:00 PM PT, with a bid opening scheduled for March 25, 2025, and all questions from potential bidders must be submitted by February 28, 2025, at 3:00 PM PT. The contractor will be responsible for safely managing and disposing of various hazardous materials including pesticides, rodenticides, fertilizers, lead acid batteries, used tires, and propane tanks, with the primary objective of maintaining CDFW lands in an unpolluted state and supporting the agency's mission of ecological preservation.

While a Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived, the solicitation offers a 5% DVBE incentive and a 5% Small Business preference. The contract will run from the California Department of General Services contract approval date through June 30, 2027, with a potential one-year extension option. The maximum contract value is set at $360,000, with pricing structured on a time and materials basis including hourly rates for different personnel classifications and equipment. Contractors must be registered with the Department of Industrial Relations and will be subject to prevailing wage requirements. Subcontracting is explicitly prohibited under this agreement, and the successful bidder will be required to provide protective equipment, testing services, manifests, and comprehensive disposal documentation. Reimbursement for materials and disposal fees will be at cost with no markup, and travel expenses must comply with state reimbursement rates and require pre-approval.

Opportunity text

Invitation for Bid P2420011 Hazardous Waste Clean-Up The California Department of Fish and Wildlife (CDFW) is tasked with excellent stewardship of the lands it holds in trust for the people of California. Like other public lands, CDFW properties are often inundated with trash and other refuse from illegal dumping, unauthorized camping, and other unauthorized activities. Hazardous materials pose a health and safety risk to the public and pollute the soil and water inhabited by the wildlife and fish that CDFW is entrusted to protect. Stewardship of public lands may involve the cleanup of hazardous materials. CDFW staff do not include classifications which possess the training and experience necessary to safely handle, remove, and dispose of hazardous materials. The overall objective of this Agreement is to maintain CDFW lands in an unpolluted state by removing and disposing of hazardous materials left from illegal dumping, unauthorized camping, and other unauthorized activities. Accomplishing this task will support CDFW¿s mission to manage its lands for their ecological values, their public use, and enjoyment.
