About this opportunity
The California Department of Fish and Wildlife (CDFW) is issuing an Invitation for Bid (IFB) for a contract to assess illegal cannabis grow sites at the Santa Rosa Plateau Ecological Reserve (SRPER) in Riverside County, California. The scope of work includes an initial drone survey of 22 historic grow sites, followed by in-person assessments at sites where cannabis impacts are still observed. The contractor will document the impacts and resources present at each site and provide recommendations for restoration. The contract term is from May 1, 2024 or upon approval, through December 31, 2024, with a possible one-year extension. Bidders must have at least 10 years of experience in ecological restoration planning and implementation, extensive knowledge of Southern California native ecosystems, a successfully completed conservation-oriented restoration project, good working relationships with local government entities, and staff with a Qualified Applicator License. Bids are due by April 15, 2024 at 5:00 PM PT, and the proposed award date is April 26-30, 2024.
The contract includes a 5% Small Business Preference and a DVBE Incentive based on the level of DVBE participation. The maximum contract amount is $150,000. The IFB does not provide details on the incumbent contractor or funding requirements and sources.
Opportunity text
CDFW owns most of the Santa Rosa Plateau Ecological Reserve (SRPER) (~10,000 acres) which is a hotspot for illegal cannabis grows in Southern California, with twenty-two (22) illegal grow sites having been identified at SRPER since 1993. Illegal grows have been identified on both CDFW property and property owned by partner agencies. Because CDFW¿s management authority calls for the protection of resources on all of SRPER, the scope of this contract will cover illegal grows found on CDFW property and properties owned by partner entities. To determine the restoration needs of the sites impacted by illegal cannabis grows, an initial assessment must be performed at all twenty-two (22) historic grow sites using a drone. If cannabis impacts are still observed at the site, an in-person assessment must be performed to provide detailed documentation of the impacts and resources present at the site. If a site is visited and cannabis impacts are non-existent or minimal, any trash that is found at the site will be removed. After the site assessment, recommendations for restoration will be developed. Click "View Event Package" to Download IFB/RFQ
