About this opportunity
The California Department of Transportation (Caltrans), Division of Procurement and Contracts, is requesting bids on on-call scrap metal and aluminum collection and recycling services for four maintenance stations in Humboldt and Mendocino County (Ukiah, Bracut, Eureka, and Leggett) under IFB 01A6662, with bids due July 28, 2026 at 2:00 p.m. This is a revenue-generating contract where Caltrans receives payment from the contractor based on actual tonnage and metal pricing.
Eligibility carries a dual preference structure. A five percent small business preference applies to certified small businesses or micro businesses. A five percent incentive is offered for bids with 100% verified disabled veteran business enterprise (DVBE) participation. No subcontracting is permitted. Minimum bidder qualifications include a valid Motor Carrier Permit from the California Department of Motor Vehicles, a current American Metal Market subscription, and a valid Weighmaster License from the California Department of Food and Agriculture.
The contractor provides all labor, materials, supplies, equipment, containers, transportation, and incidentals to collect, remove, and recycle scrap metal on an on-call basis during business hours Monday through Friday, 7:30 a.m. to 4:00 p.m., excluding holidays. Caltrans anticipates approximately 400 gross tons of scrap metal during the agreement period but does not guarantee this volume. Pricing is based on the contractor's competitive percentage applied to American Metal Market pricing for ferrous and non-ferrous metal bundles as reported on the first business day of each month. The contractor bids a percentage of the AMM export price at the Port of Los Angeles for #2 bundles of ferrous metal.
The contract term runs September 1, 2026, through August 31, 2029. Required insurance includes liability of at least $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000, and workers' compensation with employer's liability limits of $1,000,000. Questions are due July 17, 2026. Bid opening is scheduled for July 28, 2026 at 2:30 p.m., with an estimated award date of August 4, 2026.
