About this opportunity
The California Department of Transportation (Caltrans) is soliciting bids for on-call scrap metal and aluminum collection and recycling services from maintenance stations in Monterey, Santa Cruz, and San Benito Counties, with bids due July 30, 2026 at 2:00 p.m. Pacific Time. A 5% Small Business preference is available for certified small businesses or microbusinesses, and a 5% DVBE incentive applies for 100% verified DVBE participation, subject to a combined dollar cap of $100,000.
The contractor will collect and transport scrap metal from three Caltrans Maintenance Stations located in Salinas (Monterey County), Santa Cruz, and Hollister (San Benito County) on an on-call basis. Services include providing and maintaining lockable steel containers with steel wheels, transporting material to certified recycling centers, and managing all collection and hauling operations. The contractor must fulfill collection requests within three business days and provide containers within five business days of Notice to Proceed. Operations are scheduled Monday through Friday, 7:30 a.m. to 3:30 p.m., excluding state holidays.
This is a revenue contract with no guaranteed minimum volume. Contractor pricing is based on a competitive percentage applied to American Metal Market (AMM) rates for ferrous and non-ferrous metals at the Port of Los Angeles. The contractor retains proceeds minus the percentage paid to Caltrans, with Caltrans payments due by the 15th of each month. The agreement term is estimated to commence September 1, 2026 and expire August 31, 2029.
Minimum qualifications include a valid California Department of Motor Vehicles Motor Carrier Permit. Required insurance is Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), and Workers' Compensation with employer's liability of $1 million. Subcontracting is prohibited. Questions are due July 23, 2026 at 2:00 p.m. Pacific Time. Bid opening is July 30, 2026 at 2:30 p.m. via teleconference, with an estimated award date of August 6, 2026.
