About this opportunity
The California Department of Transportation (Caltrans) has issued an Invitation for Bid (IFB #07A5999) for on-call, multiple provider termite and pest control services across Los Angeles County, targeting Caltrans-owned residential and commercial properties. The procurement focuses on comprehensive pest management services, including termite inspections, fumigation, pesticide/termiticide spraying on interior and exterior premises, orange oil treatments, trapping and removal of pests and rodents, HEPA vacuuming, deodorizing, insect spraying, rodent proofing, and minor pest damage repair. Approximately 90% of services will be concentrated in Pasadena, South Pasadena, and Los Angeles (El Sereno). The solicitation was posted on March 3, 2025, with vendor questions due by March 10, 2025, and final bids required by March 18, 2025, at 2:00 PM. Caltrans plans to award the contract to two responsible bidders submitting the lowest bids meeting all specifications, with an estimated contract award date of April 1, 2025, and a contract term spanning May 1, 2025, through April 30, 2028.
Contractors must be registered with the California Department of Consumer Affairs Structural Pest Control Board and possess Branch 1, 2, and 3 licenses, along with a current pest control business license in Los Angeles County. The procurement includes a 25% Small Business (SB) participation goal, with a 5% bid preference available for certified Small Business/Micro Business firms or contractors committing to 25% SB subcontracting. While Disabled Veteran Business Enterprise (DVBE) participation is not mandatory, bidders can receive incentives ranging from 1-5% based on DVBE involvement. Bidders are required to complete a detailed bid proposal covering 37 different service items with varying quantities and property sizes. Though specific budget ranges are not explicitly stated, the multi-year, multi-provider contract structure suggests significant potential contract value for qualifying pest control service providers who can meet the comprehensive technical and licensing requirements.
