About this opportunity

The California Department of Transportation (Caltrans) has issued Invitation for Bid (IFB) No. 03A4040 for On-Call, and As-Needed Multi-Provider Title and Escrow Services across Sacramento County, San Francisco City, West Sacramento City, and Sacramento City. The procurement seeks up to two title and escrow companies to provide comprehensive property acquisition support services, including preliminary title reports, title searches, litigation guarantees, and escrow services for future state highway facility acquisitions. Qualified bidders must possess a valid Title and Escrow license from the California Department of Insurance and demonstrate capability to handle complex property transactions involving partial acquisitions, utility company and railroad properties, and properties owned by state or federal agencies. The contract will commence on August 1, 2025, and expire on July 31, 2030, with a three-year period for placing new orders from August 1, 2025 to July 31, 2028. Bids are due by July 15, 2025, at 2:00 p.m., with a bid opening at 2:30 p.m. on the same day, and an estimated award date of July 30, 2025. The solicitation includes a detailed pricing schedule with rates for various services across different transaction value ranges, and bidders will be evaluated based on their ability to meet all specified requirements.

Caltrans has established a 25% Small Business (SB) participation goal and encourages Disabled Veteran Business Enterprise (DVBE) participation, with a potential 5% DVBE incentive for bidders. The contract award will prioritize the lowest responsible bidders who meet all specifications and demonstrate compliance with small business and disabled veteran enterprise requirements. While specific budget ranges are not explicitly stated, the multi-year contract and comprehensive service scope suggest a significant procurement opportunity for qualified title and escrow service providers. The solicitation indicates that multiple providers may be selected, allowing for competitive and flexible service delivery across the specified jurisdictions. Bidders must carefully review the detailed requirements, including licensing, transaction handling capabilities, and pricing structures, to ensure full compliance with Caltrans' procurement standards. The procurement strategy aims to establish a robust panel of title and escrow service providers capable of supporting Caltrans' property acquisition needs efficiently and effectively.
