About this opportunity

California Department of Transportation (Caltrans) is requesting bids for on-call and as-needed title and escrow services in Los Angeles and Ventura Counties under a multi-provider IFB, with bids due July 23, 2026 at 2:00 p.m. Pacific Time. Three contractors will be awarded. A 5% small-business or micro-business preference applies if the lowest responsive bid is from a non-certified small business, with preference amounts not exceeding $50,000.

Bidders must be licensed title and escrow companies regulated by the California Department of Insurance and must submit a valid license copy with their bid. The scope includes preliminary title reports, title record searches, statement of record ownership, updates to preliminary title reports and litigation guarantees, document copying, document signing and preparation, electronic recording, disbursement services, and escrow services for both residential and commercial transactions. Pricing covers transaction amounts from zero to $5 million across ten general service categories and four title insurance and escrow rate categories (residential and commercial).

Pricing must be submitted on a unit-rate basis for each line item with no ranges permitted; failure to price any line item renders the bid non-responsive. No subcontracting is permitted. The contract term is estimated to commence December 18, 2026 and expire December 17, 2031, with a placement of new orders period limited to December 18, 2026 through December 17, 2029. Caltrans will pay only for services actually rendered as authorized by the Contract Manager up to the total estimated contract amount. The agreement is subject to federal funding and federal cost principles under 48 CFR Part 31 and 2 CFR Part 200. Bidders must provide proof of insurance within 10 working days of award notification, with Caltrans and the State of California named as additional insureds. The anticipated award date is August 6, 2026. Compliance with California Civil Rights Laws, the Darfur Contracting Act, the Iran Contracting Act, Executive Order N-6-22 regarding Russian sanctions, and Executive Order N-12-23 regarding generative artificial intelligence disclosure is required.
