About this opportunity
The California Department of Justice is requesting bids on statewide overnight courier service under IFB 26-0063-IFB, with bids due June 30, 2026 and questions due June 24, 2026. The DVBE participation requirement has been waived, though DVBE bidders may qualify for an incentive; small-business and microbusiness certifications are eligible for preference adjustments up to 5 percent, and non-small businesses claiming 25 percent small-business subcontractor participation may receive up to 5 percent preference.
The scope covers daily overnight courier service to DOJ offices in Sacramento, Oakland, San Francisco, Fresno, Los Angeles, and San Diego. The contractor must perform pickups at 5:00 P.M. from designated locations and deliver all inter-agency envelopes and mail envelopes by 8:00 A.M. the following business day. Weight limits range from 25 to 100 pounds maximum per delivery location; pallets, liquids, and hazardous materials are excluded. The contractor supplies all equipment, labor, shipping labels, courier bags, and hand trucks and must maintain courier logs, provide proof of delivery within two weeks upon request, and track packages with thirty-minute location-identification capability. Monthly invoices are required documenting all services completed.
The contract term runs September 1, 2026 through August 31, 2029. Evaluation is on a lowest-cost basis among responsive and responsible bidders. The contractor must maintain general liability insurance of $1 million per occurrence and $2 million aggregate, automobile liability insurance of $1 million combined single limit, and worker's compensation and employer's liability insurance of $1 million. The contractor must comply with California prevailing-wage requirements and the California Prompt Payment Act (payment not more than 45 days after invoice receipt). Late-delivery fees range from $10 to $75 per occurrence; lost or damaged packages incur a $250 penalty. Courier bags must be replaced within twenty business days, with a $10 daily penalty for late replacement. Bid opening is July 1, 2026 at 10:00 A.M. PST. No pre-bid conference or site walkthrough is scheduled. Background investigations may be required for the successful bidder and its employees before services commence.
