The California Department of Industrial Relations (DIR) is requesting bids for a full-service calibration laboratory to provide National Institute of Standards and Technology (NIST) traceable calibration services for industrial safety and hygiene equipment used by the Division of Occupational Safety and Health (DOSH) enforcement personnel, with bids due August 5, 2026 at 3:00 p.m.
The scope covers calibration, minor repairs, and replacement parts for approximately 66 different equipment types and models (822 pieces total) from manufacturers including TSI Inc., Draeger, and SKC, with calibration documentation required for Cal/OSHA appeal hearings. The contractor must provide flow calibration and verification for personal sampling pumps. All services must comply with ISO/IEC 17025 standards and demonstrate NIST traceability.
Minimum qualifications include at least three years of verifiable experience calibrating industrial hygiene and safety equipment with demonstrated experience on a minimum of 50 percent of the listed equipment types, prior government agency service experience, valid ISO/IEC 17025 accreditation or past calibration certificates showing NIST traceability, and a location within the United States.
The estimated contract value is $750,000 over a three-year term, with annual caps of $202,500 for calibration and repair services and $67,500 for miscellaneous parts and consumables. Bids exceeding the total budget may be deemed non-responsive. Pricing is submitted via the Contractor Cost Sheet with line-item costs per equipment type and hourly repair labor rates. Bidders may claim optional Disabled Veteran Business Enterprise (DVBE) participation incentives ranging from 1 to 5 percent.
Written questions are due July 22, 2026 at 10:00 a.m., with responses posted by July 29, 2026 at 3:00 p.m. Bid opening occurs August 6, 2026 at 2:00 p.m. via Microsoft Teams.
