About this opportunity
The California Air Resources Board (CARB) has issued an Invitation for Bid (IFB) for a contract to perform positive matrix factorization (PMF) analysis on volatile organic compound (VOC) data collected as part of CARB's Study of Neighborhood Air near Petroleum Sources (SNAPS) program. The contractor will be required to use the latest version of the U.S. EPA's PMF model or an equivalent PMF model to analyze the VOC data and identify major emission sources and source types. The contract term is 10 months, with CARB reserving the right to amend the agreement for additional time if the contractor has performed satisfactorily. The contractor must have expertise in PMF analysis and knowledge of the U.S. EPA's PMF model. Bids are due by April 16, 2024, and the estimated contract start date is June 3, 2024. CARB's budget for this project is $45,000, and bids exceeding this amount may be deemed non-responsive.
The IFB is open to all qualified bidders, and there are no set-aside designations or restrictions on the types of organizations that can respond. CARB has not provided any information on incumbent vendors or current contractors, and there is no mention of any existing infrastructure or technology that requires integration. The contract value is set at $45,000, and CARB has not indicated any flexibility to increase this budget.
