About this opportunity

This state and local contracting opportunity is an Invitation for Bid (IFB) issued by the California Air Resources Board (CARB) for Contract No. 23ISD017 titled "Greenhouse Gas Emissions Comparison." The purpose of this contract is to prepare a comprehensive and reader-friendly summary comparing how greenhouse gas (GHG) reporting under various regulatory and voluntary programs differs or is aligned, including an assessment of their stringency. The contractor will be required to evaluate and summarize the quantification methods used to report GHG emissions by CARB, the U.S. EPA, and up to two additional voluntary reporting programs. The contract term is from May 31, 2024 to June 31, 2025, with a 12-month option to renew. Bidders must have a minimum of 4 years of experience in areas such as preparing GHG reporting guidance, emissions estimations, and regulatory compliance analysis. Bids are due by March 22, 2024 at 3:00 pm PST and will be publicly opened on March 26, 2024.

This IFB includes a Disabled Veteran Business Enterprise (DVBE) incentive and Small Business (SB) or Microbusiness (MB) preferences. CARB's budget for this project is $200,000, and bids exceeding this amount may be deemed non-responsive.
