About this opportunity
The California Military Department is requesting bids for soil vapor gas and groundwater monitoring wells installation at the Stockton Combined Support Maintenance Shop under IFB No. 126904, with bids due September 25, 2026 at 2:00 p.m., and a mandatory pre-bid job walk on September 10, 2026 at 10:30 a.m. The prime contractor must possess a California C-57 Well Drilling Contractor license. A 5% Disabled Veteran Business Enterprise (DVBE) participation goal and a 5% Small Business preference (for certified small businesses or non-small businesses subcontracting at least 25% of the net bid price to certified small businesses) apply.
The scope includes installation of one groundwater monitoring well (FMS-MW10) at approximately 50 to 60 feet below ground surface with a 0.020-inch slotted screen interval from 30 to 60 feet; installation of two nested soil gas probes (FMS-SGP-5 and FMS-SGP-6) at depths of approximately 10 and 15 feet; decommissioning of four existing soil gas probes (FMS-SGP-1 through FMS-SGP-4); soil boring advancement using direct push technology with sampling at two to three-foot intervals; well development; collection and analysis of soil, groundwater, and soil gas samples for total petroleum hydrocarbons, BTEX, and chlorinated solvents; four quarterly monitoring events during the first year followed by annual monitoring; and project management with monthly status reports. Work must comply with California Well Standards, OSHA guidelines, and a site-specific Health and Safety Plan. A California Professional Geologist must supervise installation. All intrusive work requires permits from the San Joaquin County Environmental Health Department and utility clearance 72 hours in advance. Investigation-derived waste must be disposed of within 180 calendar days in compliance with California Department of Toxic Substances Control regulations. The contractor has 550 calendar days to complete all work.
The work addresses petroleum hydrocarbon and volatile organic compound contamination from historical underground storage tanks removed in 1996 and suspected wash rack operations, undertaken pursuant to a May 25, 2023 Central Valley Regional Water Quality Control Board request. Questions are due September 17, 2026 at 5:00 p.m. Prospective bidders must attend the entire pre-bid walk and arrive at least 15 minutes early; failure to remain for the entire walk may result in disqualification. If the bid exceeds $24,999.99, a 10% bid bond is required, along with 100% payment and performance bonds for public works contracts. Award will be made to the lowest responsive and responsible bidder.
