About this opportunity
The California Employment Development Department, on behalf of the California Unemployment Insurance Appeals Board (CUIAB), is issuing an Invitation for Bid (IFB No. 126179) for security camera installation and server upgrade services across seventeen CUIAB facilities statewide. The procurement encompasses programming and replacement of existing Pelco security camera servers with HD video appliances running Motorola/Unity software, installation of upgraded Sarix security cameras to replace current Pelco systems, programming and installation of local camera viewing stations at all facilities, and ongoing service and repair calls throughout the contract period. Work will be performed at 17 locations throughout California with varying quantities of cameras (ranging from 1 to 16 per location) and viewing stations (0 to 2 per location). The contractor must possess a valid California C-7 or C-10 license and current Avigilon Unity 8 certification for at least two technicians, and must maintain general liability insurance of $1,000,000 per occurrence, workers' compensation and employers liability insurance of $1,000,000, and automobile liability insurance of $1,000,000 per accident. Bids must be submitted by 3:00 p.m. Pacific Time on May 27, 2026, with a public bid opening scheduled for May 28, 2026, at 9:00 a.m. The deadline to submit questions is May 18, 2026, with responses due by May 20, 2026. The contract term runs from July 1, 2026, through June 30, 2027, with intent to award announced the week of June 1, 2026, and contract commencement by June 8, 2026. Cost proposals must include total labor and installation costs for all 17 sites and an average hourly rate for service and repair calls, with material costs permitted to include up to a 25 percent contractor markup; all travel costs, including time, mileage, and per diem, must be included in the bid.
Disabled Veteran Business Enterprise (DVBE) participation requirements are waived for this IFB; however, Small Business/Microbusiness (SB/MB) and Small Business/Nonprofit Veteran Service Agency (SB/NVSA) certifications receive a five percent preference, as does a five percent preference for non-small businesses committing to 25 percent subcontractor participation with California certified small businesses. The contractor is responsible for removal of all debris and daily site cleanup at each facility. All work is warranted for one year from the date of acceptance, and the contract may be terminated by the CUIAB with 30 days' written notice. No incumbent vendors or specific budget ranges are disclosed in the available documentation; however, the comprehensive scope of 17 facilities with multiple camera installations, server upgrades, and one-year service and repair obligations suggests a substantial contract value. The integration requirement with existing Pelco infrastructure and the mandate for Avigilon Unity 8 certification indicate that bidders must demonstrate technical competency with these specific systems and platforms.
