The California Employment Development Department is requesting bids for carpet replacement and installation services at its Oakland facility (1225 4th Avenue) under IFB No. 125683, with bids due July 1, 2026, and a mandatory walkthrough on June 16, 2026. Attendance at the walkthrough is required for bid eligibility.
Small Business/Microbusiness (SB/MB) and Small Business/Nonprofit Veteran Service Agency (SB/NVSA) certifications carry a 5% preference; the DVBE Participation Requirement is waived, but a DVBE Incentive of 1–5% is available based on confirmed participation levels. No subcontracting is permitted unless pre-approved by the EDD.
The scope covers removal and hauling of existing baseboards and transition strips, floor cleaning and preparation, and installation of Shaw carpet tile (or equal) using the Shaw Advantage System with walk-off carpet tile near public entrances, rubber baseboard, and transition strips. The carpeted area is estimated between 25,000 and 28,921 square feet; the contractor must verify actual square footage. The contractor must hold a valid California C-15 State Contractor's License and maintain general liability, workers' compensation, and automobile liability insurance of not less than $1 million each. All work must be performed after 5:00 p.m. Monday through Friday or during weekends. The contractor must provide a 10% overage of selected carpet and cove baseboard upon project completion and guarantee all work for one year from acceptance, with carpet tiles carrying a two-year materials warranty.
The contract term runs September 1, 2026, through December 31, 2026. Prevailing wage requirements under California Labor Code section 1773 apply. A Payment Bond (STD 807) equal to 100% of the contract amount is required if the agreement exceeds $25,000. All travel costs, including mileage and per diem, must be included in the bid price. Questions are due June 19, 2026, by 3:00 p.m. PT, with responses provided by June 23. Anticipated award is the week of July 8, 2026.
