The scope of work encompasses developing and implementing scripting services for EDD databases and applications, including mainframe systems and terminal emulators such as EDDCOMM, SCDB, CUBS, and VCC, with service delivery required across 35+ Northern California cities and regional offices including Sacramento, San Francisco, Oakland, and Fresno. Deliverables include customized scripting solutions, user training and macro utilization instruction, backup copies of scripts with written implementation guidance, and a comprehensive written report documenting all services provided. The contractor must possess a minimum of 10 years of experience providing assistive technology scripting services and demonstrate prior experience serving California State Agencies. Evaluation will be based on pricing, with award going to the lowest responsible bidder meeting all specifications. Bids are due February 18, 2026, by 3:00 p.m. (PT), with a public bid opening scheduled for February 19, 2026, at 9:00 a.m. at 1416 9th Street, Sacramento. Contract award is anticipated during the week of February 25, 2026, with service commencement on June 1, 2026, and a three-year contract term through May 31, 2029.
Set-aside designations for Disabled Veteran Business Enterprise (DVBE) participation have been waived for this procurement; however, certified Small Business/Microbusiness and Small Business/Nonprofit Veteran Service Agency vendors are eligible for a 5% preference on bid amounts up to $50,000. Subcontracting is permitted only with EDD approval and cannot exceed 25% of the total bid amount. All bidders must complete comprehensive background investigations including fingerprinting and FBI/California Department of Justice checks, obtain required security clearances, and comply with extensive confidentiality and data protection requirements. Contractor employees must complete annual information security and privacy training and execute vendor confidentiality statements acknowledging obligations to safeguard federal and state tax information. Required insurance coverage includes general liability ($1,000,000 per occurrence), workers' compensation ($1,000,000), and automobile liability ($1,000,000 per accident). Bidders must submit separate hourly rates for in-person and remote training services, though no specific budget range or award value has been disclosed.
