About this opportunity

The California Department of Transportation (Caltrans) has released an Invitation for Bid (IFB #08A3896) for Encampment Site Waste Removal and Cleanup Services in San Bernardino County. This as-needed, multiple-provider contract will award up to two bidders to collect, remove, transport, and legally dispose of environmentally regulated, biological, and hazardous waste from encampment sites. Contractors must possess an extensive list of certifications, including a Class A General Engineering Contractor License, Hazardous Substance Removal Certification, Hazardous Materials Certificates, Trauma Scene Waste Management Practitioner Certificate, and multiple hazardous waste and transportation permits. The contract will run from April 1, 2026, to March 31, 2029, with services performed during normal working hours (7:00 a.m. to 3:30 p.m., Monday through Friday), with potential for urgent services outside these hours. Key procurement dates include a mandatory pre-bid conference on September 30, 2025, at 8:00 a.m. in San Bernardino, with written questions due by October 1, 2025, and final bids due by October 9, 2025. Compensation will be based on unit rates for personnel, equipment, materials, bins, and miscellaneous items, with estimated quantities provided for planning purposes.

The procurement includes a specific small business participation goal of 25%, with Caltrans committed to supporting small business involvement. While Disabled Veteran Business Enterprise (DVBE) participation is not mandatory, a DVBE incentive will be applied to the evaluation process. Prevailing wages will be required for total bid amounts exceeding $15,000. Each contractor must provide comprehensive documentation, including Hazardous Materials Certificates, Confined Space Entry Certifications, HAZWOPER training certificates, and various state and federal registrations and permits. Contractors must demonstrate expertise in waste management, including specific certifications for hazardous material handling, transportation, and disposal. Though specific budget ranges are not explicitly detailed, the contract's comprehensive requirements and multi-year duration suggest a significant investment in encampment site waste removal and cleanup services across San Bernardino County. The procurement allows for flexibility by establishing a multiple-provider approach, enabling Caltrans to work with up to two qualified contractors to meet the region's waste management needs.
