About this opportunity
The California Department of Transportation (Caltrans) has issued an Invitation for Bid (IFB #07A6230) for Encampment Site Waste Removal and Cleanup Services across Los Angeles (North) and Kern Counties. This as-needed service contract seeks to award agreements to up to two bidders for a three-year term from December 8, 2025 to December 7, 2028. The comprehensive waste removal services include collecting and disposing of hazardous materials, biological waste, contaminated debris, and site-specific waste from encampment areas. Contractors must possess multiple specialized certifications, including a Class A General Engineering Contractor License, Hazardous Substance Removal (HAZ) Certification, Hazardous Materials Certificate of Registration, Hazardous Materials Transportation License from CHP, Trauma Scene Waste Management Practitioner Certificate, and Waste Tire Hauler Registration. A mandatory pre-bid conference is scheduled for October 9, 2025, in Valencia, California, with final bids due by October 16, 2025, at 2:00 p.m. Services will be performed during normal working hours of 7:00 a.m. to 3:30 p.m., Monday through Friday, with potential for urgent services outside these hours.
The solicitation strongly encourages participation from small businesses, disadvantaged businesses, and disabled veteran businesses, establishing a 25% small business participation goal. While a Disabled Veteran Business Enterprise (DVBE) participation requirement is not mandatory, DVBE participation is encouraged with an associated incentive. The contract requires prevailing wages for work exceeding $15,000 and involves complex waste management procedures. Bidders must demonstrate current registration with the Department of Industrial Relations and possess appropriate Contractors State License Board classifications for the work. Although the total contract value is not explicitly stated, compensation will be based on unit rates for personnel, equipment, materials, and disposal services. Potential bidders must verify their licenses and certifications, with Caltrans conducting independent verification of contractor credentials. The procurement approach allows for flexibility in service delivery while maintaining stringent qualification standards for waste removal and environmental management in designated county regions.
