About this opportunity

The California Department of Transportation (Caltrans) has issued an Invitation for Bid (IFB) for Encampment Site Waste Removal and Cleanup Services across Contra Costa County and portions of Alameda, Sacramento, and Solano Counties. The procurement seeks up to two bidders for an as-needed, multiple-provider agreement spanning from January 1, 2026, to December 1, 2027. Services include collecting, removing, transporting, and legally disposing of environmentally regulated, biological, and hazardous waste, contaminated materials, debris, and litter from state routes and right-of-way areas. Bidders must possess a Class A General Engineering Contractor License, Hazardous Substance Removal (HAZ) Certification, Hazardous Materials Certificate of Registration, Hazardous Materials Transportation License, Trauma Scene Waste Management Practitioner Certificate, and Waste Tire Hauler Registration. A mandatory pre-bid conference is scheduled for August 26, 2025, in San Leandro, with bid submissions due by September 4, 2025. The contract includes detailed pricing requirements with specific rates for personnel, equipment, materials, bins, and miscellaneous items.

Caltrans has established a 25% Small Business (SB) participation goal, actively encouraging certified small and micro businesses to bid or participate as subcontractors. While Disabled Veteran Business Enterprise (DVBE) participation is not mandatory, an incentive program is in place to promote DVBE involvement. The contract requires prevailing wages for work exceeding $15,000 and mandates comprehensive insurance, licensing, and permit requirements. Bidders must verify their Contractors State License Board (CSLB) license classification and maintain current registration with the Department of Industrial Relations (DIR). The procurement does not specify an exact contract value, but the detailed rate structures and multiple-provider approach suggest a significant ongoing commitment to encampment site waste management across the specified counties. Successful contractors will be responsible for executing complex waste removal operations with strict adherence to environmental regulations and safety protocols.
