About this opportunity
The California Department of Transportation (Caltrans) has issued an Invitation for Bid (IFB) #07A6185 for Encampment Site Waste Removal and Cleanup Services in Los Angeles County's Metro Region, specifically covering interstate routes I-5, I-10, I-60, I-101, and I-110. The contract is an as-needed, multiple-provider agreement that will award services to up to two bidders, commencing on September 22, 2025, and expiring on September 21, 2028. Contractors are required to provide comprehensive waste removal, cleanup, and disposal services for encampment sites, including handling hazardous and non-hazardous materials, personal property management, and site restoration. Bidders must possess multiple specialized certifications, including a Class A General Engineering Contractor License, Hazardous Substance Removal Certification, Hazardous Materials Transportation License, and Trauma Scene Waste Management Practitioner Certificate. Services will primarily be performed during normal working hours (6:00 a.m. to 2:30 p.m., Monday through Friday), with potential urgent service requirements outside these hours. The bid due date is July 8, 2025, and contractors must submit detailed pricing for personnel, equipment, materials, bins, and miscellaneous items.
The procurement includes a strong emphasis on small business participation, with Caltrans establishing a 25% Small Business (SB) participation goal. While Disabled Veteran Business Enterprise (DVBE) participation is not mandatory, it is encouraged and will receive an incentive during evaluation. Prevailing wages will be required for total bid amounts exceeding $15,000. Contractors must maintain extensive certifications throughout the contract duration, including Hazardous Waste Operations and Emergency Response (HAZWOPER) training, Confined Space Entry Certification, and various state and federal permits related to waste transportation and hazardous material handling. Specific subcontractor requirements include Pest Control Business Branch or Main licenses, Qualified Applicator Licenses, and registration with county agricultural commissions for disinfectant application. Though a specific budget range is not explicitly stated, the comprehensive nature of the required services and multi-year contract duration suggest a significant potential contract value. Bidders must be registered with the Department of Industrial Relations and possess a current Motor Carrier Permit from the California Department of Motor Vehicles.
