About this opportunity

The California Department of Transportation (Caltrans) has issued an Invitation for Bid (IFB) for multi-provider encampment site waste removal and cleanup services in San Luis Obispo and Santa Barbara Counties. The procurement seeks contractors to provide comprehensive waste management services, including collection, removal, transportation, and legal disposal of hazardous waste, biological waste, contaminated materials, and debris from encampment sites along state routes. Contractors must possess a Class A General Engineering Contractor License with Hazardous Substance Removal (HAZ) Certification and maintain numerous specialized certifications, including Hazardous Materials Transportation License, Trauma Scene Waste Management Practitioner Certificate, and Hazardous Waste Transporter Registration. A mandatory pre-bid conference is scheduled for November 19, 2025, at 9:00 a.m. in San Luis Obispo, with written questions due by November 20, 2025, at 12:00 p.m. Bids are due December 2, 2025, at 2:00 p.m., with bid opening at 2:30 p.m. the same day, and an estimated award date of December 15, 2025. The contract will commence on June 1, 2026, and expire on May 31, 2029, with services to be performed during normal business hours (6:30 a.m. to 3:30 p.m., Monday through Friday), including provisions for urgent services outside regular hours.

The solicitation includes several set-aside and preference provisions to support small and disadvantaged businesses. A five percent Small Business (SB) preference is available for certified SB or Micro Business entities, and a five percent Disabled Veteran Business Enterprise (DVBE) incentive applies with 100 percent verified DVBE participation. Up to two bidders may be awarded this as-needed, multiple-provider agreement. Contractors must provide comprehensive insurance coverage, including $1,000,000 per occurrence general liability and $1,000,000 automobile liability limits. Prevailing wages will apply if the total bid exceeds $15,000, and bidders must possess valid Motor Carrier Permits and Department of Industrial Relations registration. All equipment, materials, and personnel listed in the bid proposal must be available upon request with no substitutions allowed. Contractors are responsible for waste disposal costs and must ensure all employees have appropriate certifications, including Confined Space Entry Certification and Hazardous Waste Operations and Emergency Response (HAZWOPER) training. While specific budget ranges are not explicitly stated, the comprehensive requirements and multi-county scope suggest a significant contract value for the selected providers.
