About this opportunity
The California Department of Transportation (Caltrans) has issued an Invitation for Bid (IFB #08A3823) for Encampment Site Waste Removal and Cleanup Services in Riverside County, Lake Riverside CDP, and Riverside City. The procurement seeks up to two contractors to provide on-call, as-needed waste removal and cleanup services for state highways and rights-of-way, focusing on collection, removal, transportation, and legal disposal of environmentally regulated, biological, and hazardous waste, contaminated materials, and debris. Contractors must possess an extensive array of licenses and certifications, including Hazardous Substance Removal (HAZ) Certification, Hazardous Materials Transportation Licenses, Trauma Scene Waste Management Practitioner Certificate, Waste Tire Hauler Registration, and Hazardous Waste Transporter Registration. A mandatory pre-bid conference is scheduled for March 13, 2025, at 8:00 AM in San Bernardino, with bid submissions due by March 20, 2025, at 2:00 PM. The contract term is anticipated to run from August 1, 2025, through July 31, 2028, with prevailing wage requirements for bids exceeding $15,000.
The solicitation includes a 25% Small Business (SB) participation goal, with no mandatory Disabled Veteran Business Enterprise (DVBE) requirement, though DVBE participation is encouraged with potential incentives of 1-5% based on involvement levels. Contractors must provide comprehensive equipment including specialized trucks, bins, vacuum systems, and appropriate safety gear, with detailed specifications outlined in the bid documents. While no specific incumbent vendors are mentioned, the contract requires extensive documentation of employee training, including Hazardous Materials Certificates, Confined Space Entry Certification, and HAZWOPER training. Contractors or subcontractors applying disinfectants must also possess specific Pest Control Business licenses and be registered with county agricultural commissions. Although a precise contract value is not specified, the multiple-provider format and comprehensive service requirements suggest a significant procurement opportunity for qualified waste management and cleanup services providers.
