About this opportunity

The California Department of Transportation (Caltrans) is requesting bids on routine and non-routine HVAC services for four maintenance stations across Santa Barbara County under IFB 05A3036, with bids due September 15, 2026 at 2:00 p.m. A critical local-business requirement filters the field: bidders must maintain a primary business location within Santa Barbara County or within a 60-mile radius of at least one of the four designated maintenance stations (Santa Maria, Cuyama, Santa Barbara, and Lompoc/Buellton) at bid submittal, continuously thereafter, and for the agreement duration; Caltrans verifies this requirement via Google Maps using the address on the Bid/Bidder Certification Sheet.

Bidders must hold a current C-20 Warm-Air Heating, Ventilating and Air-Conditioning Contractor License from the Contractors State License Board and maintain valid Department of Industrial Relations registration throughout the agreement term. The scope includes preventative maintenance, emergency repairs, system diagnostics, and complete unit replacements for commercial HVAC systems, mini-split systems, and package units. Routine services operate Monday through Friday, 7:00 a.m. to 3:00 p.m.; non-routine emergency services are available weekends and holidays. Bidders must contract labor, equipment, vehicles, tools, parts, materials, supplies, travel, and disposal/recycling of waste.

The total bid proposal shall not exceed $484,000. The agreement term runs November 2, 2026 through November 1, 2028. A 5% small-business preference applies to certified Small Businesses, Micro Businesses, or Small Businesses for Public Works, with a maximum preference of $50,000. A 5% Disabled Veteran Business Enterprise (DVBE) incentive applies to bids with 100% verified DVBE participation, with a combined incentive and preference cap of $100,000. Prevailing wage requirements apply if the bid exceeds $15,000. Questions are due September 8, 2026. Bid opening is scheduled for 2:30 p.m. on September 15, and the estimated award date is September 25, 2026. Addendum No. 1, posted August 31, clarifies that this rebid resulted from prior non-responsive bids that failed to meet the location and small-business certification requirements.
