The scope covers on-call delivery, pickup, transport, and disposal or recycling of hazardous, biological, environmentally regulated, and laboratory-packed waste, plus waste assessment, characterization, profiling, packaging, labeling, manifesting, and legal disposal at approved facilities. The contractor also provides guidance and recommendations to Caltrans. Bids include Lead Technician/Supervisor, Technician, and Operator/Driver classifications with estimated hours, equipment ranging from 1-ton trucks to 40-foot tractor-trailers, and disposal costs for approximately 60 waste categories. Services run Monday through Friday, 7:00 a.m. to 4:00 p.m.
Minimum qualifications include a valid California DMV Motor Carrier Permit, Department of Industrial Relations registration, a Class A General Engineering CSLB license with Hazardous Substance Removal certification, hazardous materials transportation licenses, hazardous waste transporter registrations, an EPA transporter ID, a federal motor carrier certificate, a state seller's permit, and current HAZWOPER training certificates. Caltrans must be named as additional insured on required coverage.
The DVBE incentive ranges from 1 to 5 percent based on verified DVBE participation levels, and combined incentives and preferences are capped at $100,000. Prevailing wage requirements apply if the total bid exceeds $15,000. Bid pricing must include all personnel, equipment, disposal fees, materials, travel, taxes, insurance premiums, and incidentals, with no additional allowance unless separately specified.
Bid opening occurs at 2:30 p.m. on November 17, 2026, with a proposed award date of November 27, 2026. The agreement is estimated to run from December 1, 2026 through November 30, 2029.
