About this opportunity
California Department of Transportation (Caltrans) is requesting bids for on-call, as-needed goat grazing services across six Northern California counties—Alameda, Contra Costa, Sacramento, San Francisco, San Mateo, and Solano—with bids due September 22, 2026 at 2:00 p.m. A 5% small business or micro-business preference applies to certified contractors, capped at a maximum preference amount of $50,000; a 5% Disabled Veteran Business Enterprise incentive is available for verified 100% DVBE participation.
The contractor shall provide all goats, herdsmen, labor, tools, equipment, materials, supplies, travel, and transportation for continuous on-site weed management on state highways, interchanges, and state property. Services are to be performed 24 hours per day, Monday through Friday, excluding holidays, with herdsmen present for ongoing animal management. The estimated service area totals 220 acres with county-specific allocations: Alameda County (10 acres), Contra Costa County, Sacramento County, San Francisco County, San Mateo County, and Solano County (120 acres).
Pricing must be submitted on a per-acre basis for each county, with all labor, equipment, transportation, insurance premiums, taxes, and bond premiums included in unit prices. The contractor must provide a payment bond equal to 100% of any service request valued at $25,000 or more. Required insurance includes commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate; automobile liability of $1,000,000 combined single limit; and workers' compensation with employer's liability of $1,000,000.
The estimated contract term runs November 2, 2026 through November 1, 2029, subject to Department of General Services approval. The estimated award date is October 1, 2026. Subcontracting is prohibited. The contractor must be registered and in good standing with the California Secretary of State and comply with California Civil Rights Laws Certification, Darfur Contracting Act Certification, Executive Order N-6-22 (Russia sanctions), and Executive Order N-12-23 (Generative Artificial Intelligence disclosure). Written questions are due September 14, 2026.
